Finnish LEng provides:

National on-screen keyboard layout
National regional settings
National keyboard layout for Targus Portable Keyboard
National Character Recognizer (customizable)
Character map
Using LEng you can input information in Finnish language in any
application on your PDA, edit it, save, transfer to other computers
and print documents including texts in Finnish.
LEng is a standard Finnish extension of Windows CE/Pocket PC,
used by number of official PDA resellers and OEM producers in
Finland and other European countries.
LEng is a product of a localization software product line for
national languages support and localization of Windows CE/Pocket
