ClicksAndWhistles is a free IRC client for Windows with some interesting extra features.
This IRC client has support for multiple identities and for multiple server connections. It also features pop-up and sound event notifications, file transfers by DCC SEND, and many more.
ClicksAndWhistles is also a free tool.
